Department of Transportation Support and Strict Implementation upon the Consumer Law

in the Youth Conference held by The World Youth Alliance





Population of owned motor vehicles in the Philippines has been rapidly increasing, there is without a doubt at least more than one vehicles are being purchased, getting loaned, and registered as the days goes by. There is absolutely no fault when buying motor vehicles, motor vehicles are very handy especially these days with the pandemic going on, but with the great population of owned motor vehicles, needless to say problems and issues occur within our society and environment, such as accidents, immense release of smoke emission from motor vehicles, and further more.  These issues happens for mainly the reason of people lack of discipline and knowledge. 

 

Solutions, when people speaks about solutions in the Philippines, they are often stereotyped as making such problems totally stop or solved. Open-mindedness and unprejudiced thoughts are in great consideration when speaking about solutions in regards of country issues, as a lot of people are involved in whereas the citizens have to work together. In this case, solutions may help reduce the problem, unless the citizens listen and follow the rules which are made for the safety of the people. Reducing and slowly aiding the issues are great, but “too” slow may hinder, and possibilities of having problems within the aiding matter may follow.

 

As the representative of the Youth Conference for the Department of Transportation, It is with my responsibility to express the Department of Transportation’s support and strict implementation of the consumer law by creating a rule along with the law “Vehicles must undergo a vehicle test using MVIS, in accordance with the Consumer Law of the Philippines within 60 days before the registration date”.  As the Department of Transportation holds accountable for the safety of the citizens and transportation service, in order to create and maintain a healthy welfare among the people and within the society, it is with strict regard that the said rule which is in accordance with the Consumer Law must be followed and obeyed.

 



The rule is made for the following factors:

 People - The safety of the citizens are definitely our agency's top most priority. With following the rule, YOU COULD AVOID situations such as ACCIDENTS. Surely there should be more than five accidents happening everyday, obviously nobody loves to be involved in an accident, minor or major. Vehicle tests often takes place whenever you purchase a new motor vehicle, yet this doesn't mean you can just stay still just because you have owned your vehicle for a long time, mechanical problems could occur even just in the beginning, more so in the long run. You MUST undergo the vehicle test new or not to avoid injuring yourself, to others, and to your motor vehicle. Vehicle tests does cost money, but isn't it better than paying motor vehicle repair plus medical bills? Vehicle tests only cost about four digits, meanwhile motor vehicle repair could reach up to five digits, much more when medical bills are involved.  Money is a big issue for most Filipino individuals and families. Motor vehicles are definitely expensive, most Filipinos avail a loan in the bank to purchase a motor vehicle, imagine the weight on your shoulders having to fix your motor vehicle just after purchasing it or not even finished paying the loan in the bank. With doing a motor vehicle test you can avoid ACCIDENTS and get your MONEY'S WORTH at the same time, definitely a win-win situation.

 

Environment -  First and foremost, the motor vehicle test is an act in accordance to R.A. No. 8749 or the Philippine Clean Air Act of 1999, the DOTC/DOTr and the LTO must conduct a vehicle test. Ever seen a black or dark smoke coming out from the exhaust pipe or from the metal pipe located behind under the car? That is what you call a SMOKE EMMISSION. Now, what is smoke emission and in what way does it harm to our environment? Smoke emissions indicate that the car is squandering fuel and that engine damage is likely. Motor vehicle smoke emissions add to ambient levels of air toxics that are known or suspected to cause cancer in humans and animals. Noncancerous health impacts from air toxics include damage to the nervous, cardiovascular, respiratory, reproductive, and immunological systems. Smoke emission as well are one the reasons harming the health of our nature and most especially to our planet earth, specifically harming the ozone layer, which is one of the big issues our planet is facing right now, the thinning of the ozone layer. Yes, as said, smoke emissions are a common trait that happens within the motor vehicles, they’re common but WE SHOULDN'T NORMALIZE them as they’re very alarming to us and to our environment. But with the motor vehicle test, smoke emissions will be reduced, effecting a healthy motor vehicle and as well as resulting an environment-safe driving motor vehicle.  For your information, smoke emission tests are an annual motor vehicle necessity, with undergoing a motor vehicle test, reduced smoke emissions and possibilities of passing the smoke emission tests later on in the future is high.

 

Welfare of the Country - Certainly the most annoying trait that a person in a society can have is CONSTANTLY COMPLAINING WITHOUT CONTRIBUTING, why complain when you're the one doing it upon yourself? To elaborate more the Motor Vehicle Test, it does come with a lot of advantages. First, you can have your motor vehicle REGISTERED! Motor Vehicle Test is now the most IMPORTANT requirement for you could have your motor vehicle registered. With your motor vehicle being registered, you can OFFICIALY OWN YOUR MOTOR VEHICLE and avoid being suspected of theft, your motor vehicle as well can get tracked easily, if situations like car napping occurs.  Second, you can avoid PENALTIES and getting your motor vehicle IMPOUNDED. Surely the most worst scenario that could happen to you is getting stopped by an official in a middle of a traffic while running late, and more so getting caught of having your motor vehicle not registered. The following penalties of not having your motor vehicle registered is either BE FINED or getting IMPOUNDED, and if get impounded, you'll restricted your car, what a devastating situation that can be. Why don't we just WORK together with the LAW, RULES, AND THE OFFICIALS for our country's welfare will improve and soar high, and negativity could not foster.

 

 Department of Transportation, implemented strict Rules and Regulations with the greatest consideration of the citizens, health of the environment, and generally the country. Department of Transportation is the executive branch of the government's primary policy, planning, programming, coordinating, implementing, and administrative entity for the promotion, development, and regulation of a dependable and coordinated network of transportation systems, as well as for fast, safe, efficient, and reliable transportation services. The DOTr plays a critical role in advancing the country's economic development as one of the earliest government agencies established under the Malolos Constitution on January 21, 1899. It connects the country, its islands, and its people to the rest of the globe, providing the backbone for growth and enhancing the country's competitive edge by offering effective and efficient transportation infrastructure systems that bridge the geographical and physical difference.

 

            As you see, this is a manifestation of how the Department of Transportation cares for the consumers, citizens, environment, and the world. I induce everyone to follow the rule because this is for the three factors mentioned, and as well as our country's reputation. Most Filipino citizens often questions about when will our country evolve and progress, like Tom Ziglar said "CHANGE STARTS WITH YOU, BUT IT DOESN'T START UNTIL YOU DO". If rules are not obeyed, strict punishment or consequence will follow, as the Department of Transportation has been advancing, we now take matters more seriously than ever. 

 

            Rules are made and called rules FOR A REASON. They are made by the officials, requiring for everyone/citizens in the country to OBLIGED and FOLLOW. Have your motor vehicle undergo a VEHICLE TEST, not just because it is a rule from my agency, Department of Transportation, but instead, do this FOR YOURSELF, FOR YOUR VEHICLE, FOR THE ENVIRONMENT, and FOR THE COUNTRY.
